Not only are blacks vastly more likely to commit crimes against whites than the reverse, but they have an odd way of placing Hispanics in the mix as well. Hispanics are a victim category but not a perpetrator category. If a white or black attacks a Hispanic for racial reasons, he becomes a Hispanic victim of a hate crime. However, if the same Hispanic commits a crime against a black, he is classified as a “white” perpetrator. If a Hispanic commits a crime against a white, both victim and perpetrator are reported as white.
This info is from a study of FBI crime statistics entitled "The Color of Crime".
